OLD BUSINESS

1.

BSZ-144 - Rezoning Request by Hoyt and Berenyi on behalf of Old Dominion Freight Line


Action
Make a motion to approve an ordinance to rezone approximately 70 acres at 12900 Speaker Road, 12901 Speaker Road, and 449 S 130th Street, Bonner Springs, KS from A-1 (Agricultural District) to I-2 (Heavy Industrial District).
Recommendation
The Planning Commission failed to make a recommendation on a rezoning request, so the Planning Commission shall be deemed to have made a recommendation of disapproval.

3.

Award Bid - Powell Drive Roadway Improvement Project

The proposed project will improve the condition and safety of the roadway surface.  The roadway services several commercial and industrial facilities so there is a high volume of heavy truck traffic.  The roadway improvement will be constructed to meet the truck traffic demands and will include a surfaced shoulder to allow more room for those vehicles to make turns and manage access.
Action
Make a motion to award the bid for the Powell Drive Roadway Improvement Project to McAnany Construction in the amount of $270,804.50.
Recommendation
The Public Works Director recommends approval.

Appointments to Boards and Commissions

Planning Commission - appoint Nick Perica to a three-year term to fill the position vacated by Jason Krone. 
Action
Make a motion to approve the appointment of Nick Perica to a three-year term on the Planning Commission.
Recommendation
The Mayor recommends approval.
5.

Approve Notice of Public Hearing & Schedule Public Hearing for Adoption of 2021 Budget

Enclosed is the Public Hearing Notice for the 2021 Budget and 2020 Budget Amendment.  State Law requires that the Public Hearing Notice be published ten days prior to the date of the Public Hearing which is set for Monday, August 10, 2020.

The expenditures for the 2021 Budget reflect the budget information presented to the City Council in Budget Workshop meetings held on July 13 and July 20.  After publication of the Hearing Notice in the official City newspaper, proposed expenditures cannot be increased but can be decreased with approval of the Certificate on August 10 to establish the maximum expenditures for all funds.

Also enclosed are the tax limit calculations which reflect that no election is required in order to levy the taxes proposed on the Notice of Public Hearing.
Action
Make a motion to approve the Public Hearing notice and schedule the Public Hearing for the 2020 Budget Amendment and the 2021 Budget for Monday, August 10, 2020.
