Claims for City Operations

Staff enclosed the supplement claims for City operations in the amount of $ 190,636.53 and the regular claims in the amount of $ 538,850.93.

Make a motion to approve the claims for City operations for June 28, 2021.

Claims for Public Housing Authority

Staff enclosed the Public Housing Authority regular claims in the amount of $ 13,196.11.

Public Use Request and Carnival Permit - Tiblow Days

The Bonner Springs Edwardsville Chamber of Commerce submitted a Public Use Request for Tiblow Days from Friday, August 27 through Saturday, August 28. The Public Use Request includes closures for the Carnival, Band, Vendors, Car show and Parade. Jones & Company will provide the Tiblow Days carnival again this year, operating from Thursday, August 22 through Saturday, August 24 to close by 11:00 p.m. each day.

Public Hearing and Resolution of Intent to Issue Industrial Revenue Bonds for Medline Industries, Inc.

1. Make a motion to open a public hearing to consider issuance of Industrial Revenue Bonds at _____ p.m.

3. Make a motion to adopt a resolution of intent to issue Industrial Revenue Bonds and property tax abatement for Medline Industries, Inc.

SUP-02-21: Teague Lumber Temporary Office Trailer

Action
Make a motion to adopt an ordinance to approve SUP-02-21 to allow for the placement of a temporary office facility at 4120 Bonner Industrial Drive.
Recommendation
Staff, with a unanimous vote by the Planning Commission, recommend approval subject to the conditions listed and stated within the adopting Ordinance.

Final Approval of Transfer of Public Housing Authority

Action
Make a motion to give final approval and authorize the City Manager to execute all necessary documents pertaining to the transfer of the Bonner Springs Public Housing Authority to the Kansas City, KS Public Housing Authority.
Recommendation
The Public Housing Authority Director recommends approval.
4.

Fire Marshal - New Position

The City Council recently reviewed updates related to the Bonner Springs Fire Department transition to a "full-time" department. Among the planned changes for the department was the creation of a full time Fire Marshal position. The position involves assisting in the planning, organization, and direction of community risk reduction, fire prevention, inspection activities, emergency response, and associated programs within the Bonner Springs Fire Department. This position will require a certified Firefighter/EMT to perform all duties and responsibilities of a Firefighter/EMT during emergency events. Staff is requesting Council consideration because the position was not planned for in 2021. Budgeted funds are available and  will be part of normal budgeting in future years.

Action
Make a motion authorizing the City Manager to create and fill the position of Fire Marshal within the Bonner Springs Fire Department.
Recommendation
Chief Hubble and Deputy Chief Jennings recommend approval.
5.

Economic Development KDOT Grant Agreement

Public Works received an Economic Development Grant through KDOT for improvement of streets focused in the Downtown Business District.  The Grant will fund 75% of the associated construction work up to a maximum of $208,788. The grant includes two downtown parking lots which are funded at the same 75% rate.

Action
Make a motion to approve the grant agreement with the Kansas Department of Transportation in the amount not to exceed $208,788 for downtown improvements and authorize the Mayor to execute the agreement.
Recommendation
Public Works Director, Frank Abart, recommends approval.
6.

Traffic Signal Modernization Project Engineering

Public Works received a grant through KDOT to update and modernize the traffic signal systems at seven locations within Bonner Springs. The Grant will fund 90% of the associated construction activity up to a maximum of $254,925.  The City must pay for all engineering and design services to develop the project.


Action
Motion to approve the proposal from BG Consultants, Inc in the amount of $33,000 for engineering and project coordination services associated with the Traffic Modernization Project.
Recommendation
Public Works Director, Frank Abart, recommends approval.
7.

KDHE Water Plant Loan Agreement Ordinance

Public Works staff have applied for the State Revolving Loan Fund (SRF) administered by KDHE for the purpose of funding the replacement of water treatment facilities, support facilities and equipment.  The Agreement documents are ready for review and further action by the City Council to access the funding.

Action
Motion to adopt the ordinance approving the SRF agreement with the KDHE in the amount of $22 million for water treatment facilities and authorizing the Mayor to execute the agreement.
Recommendation
Public Works Director Frank Abart recommends approval.
