This item is for comments and questions from the audience about items that are not included on today's agenda.
 

CONSENT AGENDA

The City Council will consider Consent Agenda items by one motion with no discussion unless the City Council, Staff or the audience requests removal of an item from the Consent Agenda.  The City Council will consider an item removed from the Consent Agenda as the next item after their action on the Consent Agenda.
1.

Minutes of the February 22, 2021 City Council Meeting

Action
Make a motion to approve the Minutes of the February 22, 2021 City Council meeting as presented.
Recommendation
The City Clerk recommends approval.
2.

Claims for City Operations

Staff enclosed the supplement claims for City operations in the amount of $63,449.59, regular claims in the amount of $296,095.06 and utility billing refunds in the amount of $10,060.90.


Action
Make a motion to approve the Claims for City Operations for March 8, 2021.
Recommendation
The Finance Director recommends approval.

Claims for Public Housing Authority

Staff enclosed the supplement claims for Public Housing Authority in the amount of $812.66 and regular claims in the amount of $ 27,141.30.


Action
Make a motion to approve the Public Housing Authority claims for March 8, 2021.
Recommendation
The Public Housing Authority Director recommends approval.

NEW BUSINESS

1.

Authorize Payment of Temporary Note 2020-1

Action
Make a motion to authorize the payment of Temporary Notes 2020-1 principal and interest in the amount of $1,743,155.21 from the General Fund.
Recommendation
The Finance Director recommends approval.
2.

Revised Final Plat - Bonner Crossing

Action
Make a motion to approve the revised Final Plat for Bonner Crossing with the stated staff stipulations.
Recommendation
Staff recommends approval of the Final Plat with the indicated revisions. All existing staff recommendations shall remain as previously approved and are indicated in the staff memo.

Bonner Crossing (Velocity) Development Agreement Amendment

Action
Make a motion to approve the Amended Development Agreement with Velocity Arts, LLC, and authorize the City Manager to execute the agreement.
Recommendation
The Assistant City Manager Recommends Approval
4.

Bonner Crossing (Solutions Group) Development Agreement

Action
Make a motion to approve a Development Agreement with The Solutions Group, and authorize the City Manager to execute the agreement.
Recommendation
The Assistant City Manager Recommends Approval
5.

PT-101-21: Compass 70 Logistic Center Final Plat

Action
Make a motion to accept the Dedication of Easements and Rights-of-Way as shown on the Final Plat for Compass 70 Logistic Center with the stated conditions of approval.
Recommendation
The Planning Commission unanimously recommends approval

Resolution of Support for National Agricultural Center and Hall of Fame

Action
Make a motion to approve a Resolution of Support for the National Agricultural Center and Hall of Fame
Recommendation
The Assistant City Manager recommends approval
7.

Axon Body Camera Agreement Renewal

In 2017 the City Council authorized an agreement with Axon Enterprise, Inc. for body camera devices, storage, and supplemental services.  The department has an opportunity in 2021 to renew the contract early.


Action
Make a motion to authorize the City Manager to sign a contract renewing the Axon agreement through 2025 for an amount not to exceed $119,389.20.
Recommendation
The Police Chief recommends approval.
8.

Leavenworth County Humane Society Shelter Service Agreement

Bonner Springs Animal Control has a formal partnership with Leavenworth County Humane Society for transfer and adoption services beyond the initial holding period required. The original agreement is due for renewal. 


Action
Make a motion to authorize the City Manager to sign an agreement with Leavenworth County Humane Society for animal sheltering services at a cost of $100 per animal.
Recommendation
Chief Naff recommends approval.
9.

Award Bid - 2021 Street Resurfacing Program


Action
Make a motion to award the bid for the 2021 Resurfacing project to J.M. Fahey Construction Company in the amount of $399,203.75.
Recommendation
Deputy Public Works Director recommends approval.
10.

CivicClerk Agenda Management System

The City currently uses multiple applications to create agendas, approve agenda items, publish and distribute the agenda, and make meetings available to the public. Implementing CivicClerk agenda management system will provide a significant update to this process and improve access to City Council and Planning agendas, materials, and audio/visual recordings. 
Action
Make a motion to approve the purchase of CivicClerk agenda management system and authorize the City Manager to sign the contract for an initial cost of $11,910 and annual cost of approximately $7,371.
Recommendation
Recommend approval.
