Clean-up Guide


Enforcement Process

  • A Notice of Violation letter is sent to a property owner allowing a 10-day abatement period.
  • Municipal Court action may be taken on violations not abated.
  • Notices will be sent if a property is found to be in violation of the Bonner Springs Code of Ordinances or the 2003 IPMC, which include, but are not limited to the following:

Health Nuisances – Chapter VIII, Article 2

  • Filth, excrement, lumber, cans, trash or paper thrown or left on any street, alley, sidewalk, park, public or private enclosure or lot whether vacant or occupied.
  • Dead animal not removed within 24 hours, or any structure or substance, which emits a disagreeable or noxious odor.Stagnant ponds or pools of water, abandoned refrigerators or iceboxes.

Environmental Code – Chapter VIII, Article 2A

  • Yards and property litter free of building material, lumber, furniture, bicycles, trash, debris, appliances and brush piles, etc.
  • Dilapidated structures, siding, fences or building exteriors.
  • Accumulation of unsightly stored or parked materials, equipment or supplies that have a blighting influence on the adjoining properties or neighborhoods and are injurious to the health and safety of the neighborhood.

Junk Motor Vehicles on Private Property – Chapter VIII, Article 3

  • Vehicles are presumed to be junked, wrecked, abandoned or inoperable when they are absent current registration, placed upon jacks, blocks or other supports, or absent one or more parts necessary for the lawful operation upon any street or highway.

Tall Grass and Weeds – Chapter VIII, Article 4

  • Violation of grass and weeds exist when the height exceeds 12 inches.
  • A property owner is notified only once per calendar year.
  • The owner has 10 days to cut the weeds.
  • If, at any time, the owner does not cut the weeds, the City will send the mowing contractor to cut the weeds and assess the cost to the owner.

Premises Identification – Uniform Fire Code, Article 10, Section 10.208

  • The Building and Fire Codes require an address be placed upon all buildings for safety reasons.
  • Numbers shall be large enough to be clearly visible from a vehicle in the street and at least 4 inches in size.
  • Choose a contrasting color to the background.
  • Although brass and silver numbers are attractive in the daytime, they become an obstacle for emergency vehicles at night when the lights shine upon them.
