Establishing Utility Services
The City of Bonner Springs operates the water and wastewater utilities and contracts with Deffenbaugh Disposal Service for residential refuse service. The City franchises with AT&T, Westar Energy, Atmos Energy, Time Warner Cable and Kansas City Power and Light to provide excellent utility services within the community. The Board of Public Utilities provides water service to small areas of Bonner Springs.
Customers should sign up for water, wastewater and trash service at City Hall, 205 E Second. Different utility companies serve specific areas of the city. To determine the private utility provider for your location, please contact City Hall, (913) 667-1717.
Utility service providers within the city are:
- Water is billed at a monthly rate of $9.89 plus $4.62 per 1,000 gallons of usage for residential users.

Storm Water Utility Fees:
- The Residential Property fee shall be $2.50 per month.
- The Non-Residential Property fee shall be $5.00 per month.
Trash Service
- Trash service is billed at a monthly rate of $6.70.
- A $50.00 Security Deposit is required before utility service is connected. If a new resident has a good payment history with another utility company with which it has had service for the past 12 months, the City will accept a letter of credit from that utility company.

The water plant produces and distributes an average of 1.15 million gallons of water each day. Peak demands in the summer can approach 1.9 million gallons. In addition to providing water to the citizens of Bonner Springs, the Water Department sells water to Rural Water District No. 7 and Leavenworth Public Wholesale Water Supply District No 6. The City’s source water is classified as groundwater and obtained from five wells located along the north bank of the Kansas River. The distribution system consists of approximately 52 miles of water mains, 2,400 meters, 437 fire hydrants, 1 pump station and 2 ground storage tanks.

Wastewater Department

The 1.4 mgd wastewater treatment plant was built in 1985 with a major upgrade occurring in 1994. The plant has a dual oxidation ditch with air and velocity provided by vertical turbines. Ultra-violet disinfection cleans the plant effluent prior to discharge into the Kansas River. Presently, the plant is operating at approximately 55% of capacity and produces an outstanding effluent. The collection system consists of ten lift stations, 36 miles of gravity sewers, and 650 manholes.
