Tiblow Days - Public Use Request

The Bonner springs Edwardsville Chamber of Commerce submitted a Public Use Request for Tiblow Days to be from Thursday, August 22 through Saturday, 

Since this is an annual event, City staff will approve the request administratively per adopted Governing Body Policy GB-11-01R. 
Action
Make a motion approving the Chamber of Commerce's Public Use Request for Tiblow Days.

The City Clerk recommends approval
5.

Tiblow Days - Carnival Permit

Jones & Company will provide the Tiblow Days carnival again this year, operating from Thursday, August 22 through Saturday, August 24 to close by 11:00 p.m. each day.
Since this is an annual event, City staff will approve the request administratively per adopted Governing Body Policy GB-11-01R. 
Action
Make a motion to approve a Carnival Permit for Tiblow Days and waive the permit fee contingent upon a satisfactory inspection.

Tiblow Days - Bier Garten

Kobi's Bar & Grill submitted a Public Use Request for the Tiblow Days Bier Garten on Saturday, August 24, 2019 from 8:00 a.m. through 12:00 a.m. on Sunday, August 25, 2019. in the Centennial Park parking lot.
Since this is an annual event, City staff will approve the request administratively per adopted Governing Body Policy GB-11-01R

Make a motion approving Kobi's Public Use Request for the Tiblow Days Bier Garten
Recommendation

REGULAR MEETING AGENDA

The City Council will consider the following items individually.
1.

Public Hearing for Kansas Public Water Supply Loan Fund and the Water Meter Upgrade

Enclosed is a copy of the Public Hearing Notice (Summary) approved by the City Council on July 22 which scheduled a Public Hearing for Monday, August 12.  The City Clerk published the notice in the Wyandotte Echo on July 25 per state law.

The Mayor will open the Public Hearing and staff will provide a presentation regarding the Kansas Public Water Supply Loan Fund and the Water Meter Upgrade project.  

  • Project Description:  Replacement of existing water meters with automated meter reading meters (approximately 1,300 new meters)
  • Project Budget:  $500,000 loan
  • Construction Timeframe:  After loan is executed, the meters will be purchased by the City and replacement will commence
  • Loan Repayment Terms:  10 year loan @ 2.27% (approx.), annual payment total will be around $57,000
  • Environmental Clearance Letters – We have notified the required agencies and requested comments.  We have received responses from 7 of the 12 agencies.

2.

Resolution for Application for Kansas Public Water Supply Loan Fund for Water Meter Upgrades

Resolution authorizing City staff to apply for a KDHE water system improvement loan - to be considered after the Public Hearing on the same topic.

The City of Bonner Springs will be making improvements to its water distribution system by replacing a portion of the current water meters with automated read water meters. Replacement of meters will be within the meter pits themselves. No construction or alterations will be required outside of the meter pits. The project budget for the meter replacement is $500,000.

Make a motion approving the resolution authorizing staff to apply for a Kansas Public Water Supply Loan Fund

3.

Public Hearing for 2019 Budget Amendments and 2020 Budget

Enclosed is a copy of the Public Hearing Notice (Summary) approved by the City Council on July 22 which scheduled a Public Hearing for Monday, August 12.  The City Clerk published the notice in the Wyandotte Echo on July 25 per State Law.

The Mayor will open the Public Hearing and Staff will make a Powerpoint presentation on the proposed 2019 Budget Amendments and the recommended 2020 Budget.  The Mayor will then invite the public to make comment.

The Mayor will close the Public Hearing after receipt of public comment and the City Council will consider the next agenda item to approve the 2019 Budget Amendments and to approve the 2020 Budget.

Approve 2019 Budget Amendments & 2020 Budget & Establish Maximum Expenditures

The enclosed certificate lists maximum expenditures by fund as required by state law, sets the total ad valorem tax dollars and lists the estimated mill levy for the 2020 Budget.

After approval of the certificate, the City Clerk will file the State Budget with the County Clerk's office prior to August 25 per state law.  The County Clerk's office sets the final mill levy when they certify the assessed values in October.

Make a motion to adopt the 2019 Budget amendments & the 2020 Budget.

5.

Agreement for Water, Wastewater, and Stormwater Rate Analysis

The City recently completed studies of the Water, Wastewater, and Stormwater systems.  With updated capital and operating needs identified through the studies as well as recent reallocation of personnel between the funds, staff recommends the City undergo an updated Utility Rate Analysis.  Carl Brown with GettingGreatRates.com completed a Utility Rate Analysis for the City in 2006 and again in 2016.  He has done several Utility Rate Analysis across the State of Kansas.   

A proposal for his Utility Rate Analysis is attached.
Action
Make a motion to approve an agreement with Carl Brown representing GettingGreatRates.com to perform a Utility Rate Analysis for the Water, Wastewater, and Stormwater funds for a cost not to exceed $21,173.
Recommendation
The City Manager, Public Works Director, and Finance Director recommend approval
