City of Edwardsville Riverview & 110th Street Improvement Presentation

Representatives from the City of Edwardsville will provide a review of their planned street improvements at Riverview and 110th. The project is intended to be a roundabout at the intersection, and will extend into the City of Bonner Springs (requires Bonner Springs approval) on Riverview.

Scheidt Lane Waterline Replacement Project

Make a motion to approve Change Orders in the amount of $85,753.17, approve final payment to Rodriguez Mechanical Contractors and accept the project as complete at a total construction cost of $412,637.17.

Transient Guest Tax Rate Increase

7.

Bonner Crossings Development Agreement

The Development Agreement for Phase 1 of Bonner Crossings is enclosed. A Development Agreement for Phase 2 for the residential and most of the retail/hotels will be completed separately. Any incentives for the project will be discussed separately and will have a separate agreement. Once the construction plans for the project are approved by the City Engineer, those dates will be filled in and then staff will sign the agreement.

Make a motion to approve the Development Agreement for Phase 1 of Bonner Crossings and authorize staff to sign the agreement

8.

Approve Notice of Budget Hearing and Schedule Public Hearing for Adoption of 2020 Budget

Enclosed is the Public Hearing Notice for the 2020 Budget and 2019 Budget Amendments.  State Law requires that the Public Hearing Notice to be published ten days prior to the date of the Public Hearing which is set for Monday, August 12, 2019.

The expenditures for the 2020 Budget reflect the budget information presented to the City Council in Budget Workshop meetings held on July 8 and July 15.  After publication of the Hearing Notice in the official City newspaper, proposed expenditures cannot be increased but can be decreased with approval of the Certificate on August 12 to establish the maximum expenditures for all funds.

Also enclosed are the tax limit calculations which reflect that no election is required in order to levy the taxes proposed on the Notice of Public Hearing.

Make a motion to approve the Budget Hearing Notice and schedule the Public Hearing for the 2019 Budget Amendments and the 2020 Budget for Monday, August 12, 2019.
